Abstract: In the paper, a nonlinear dynamic environment-economic input-output model and its hierarchical optimization procedure are proposed. Theoretical analysis and case calculation show that more factors are considered in the model and the calculations for optimization planning are improved effectively by means of the hierarchical structure. So the method in the paper provides a useful tool for environment-economic planning.
